[B] Scope of Service:

(1) Vendor needs to provide Comprehensive Marketing Services to create an integrated, results-driven
marketing strategy and an implementation plan, focused on brand-building and engagement of job training and placement services available.
- conduct a general audience campaign using conventional mass media such as
billboards, TV, radio, print (where effective), digital ads, and social media-based advertising; and
- to conduct a campaign targeted to key learner sub groups
- A brand awareness campaign designed to introduce the brand to the residents and employers
- multi-channel growth marketing campaign optimized for targeted consumer acquisition at a low overall
● Development of a marketing strategy to establish brand awareness and visibility across the
state, and track the effectiveness of those efforts.
● Development of quarterly Objectives and Key Results (OKRs). Track the effectiveness of
marketing and communications campaigns using industry-standard metrics to measure and
improve year over year.
● Development of quarterly key narrative and messaging documents leveraging all available data.
● Development of research-based messages and creative executions that are simple, consistent,
credible, and audience-targeted.
○ Must include culturally-aware and language-specific targeting, careful of tone and approach toward target populations.
● Development of messages and collateral aimed at new learners and their future hiring
managers, with an eye toward scaling the online job training programs and associated
employment services post-launch.
● Conceive, execute and assist in managing marketing and communications campaigns targeting
traditionally underrepresented working poor communities, with an option for Spanish-language
● Ability to manage cross-channel ad buys and make data-driven allocation decisions in near-real
time regarding the most effective use of resources that result in achievement of learner
acquisition campaign targets.
● lead generation strategies, with execution support, targeting California’s talent and hiring
managers and their senior executives, including industry events, direct marketing, and
● Provide strategies for refreshing existing campaigns by offering new and contemporary
marketing approaches.
● Plan, design and produce collateral, print and digital, in support of the campaign on a deadline
driven basis
● Work on-site as needed to attend key meetings and meet with leadership team in the
management of the plan during the design, implementation, and execution of the project.
