[B] Scope of Service:

(1) Vendor needs to provide personal services as a strategic interagency team leader under a united states personal services to meet its objectives of leading coordination efforts within the USG on international disaster issues; strengthening strategic interagency relationships and partnerships; programming; and managing institutional relationships with partner organizations within the USG. The strategic interagency team leader provides critical analysis on disaster and coordination issues, works closely with high-ranking officials within the international community, organizes quarterly coordination forums, initiates creative new approaches to partnership, serves as a key source of information on humanitarian issues pertaining to the interagency for the office, and manages the interagency team. The Team Leader will help plan organizational strategies and responses to humanitarian crises, actively work with other members of DCHA Bureau, and anticipate and prepare documents and briefing memos on humanitarian issues for important meetings and events to the government authority located in Washington, DC.
- The duties and responsibilities will include the following:
• Lead the identification, research, analysis and development of recommendations on all issues and matters relating to the interagency and humanitarian affairs and anticipate the need for such policy analysis.
• Represent USAID at interagency meetings covering a broad range of humanitarian issues and provide DCHA with analysis and guidance on relations with the UN system.
• Represent USAID/OFDA at a variety of symposia and conferences on humanitarian issues where there is large interagency presence.
• As part of the senior team working on humanitarian issues in USAID/OFDA’s Humanitarian Policy and Global Engagement section, interact with over eighteen other federal agencies on developing strategies and policies toward humanitarian issues.
• Anticipate the needs of the organization regarding developments in the areas of humanitarian affairs and prepare analyses, briefings, documents and meetings as required.
• Organize the Interagency Quarterly Disaster Response and Disaster Risk Reduction Forum hosted by USAID/OFDA.
• In consultation with the Division, develop and execute new initiatives with the interagency on humanitarian issues.
• Manage an interagency-wide mapping effort of USG mandates, policies and capabilities pertaining to humanitarian issues.
• Responsible for development and execution of senior level training on interagency issues for USAID or OFDA staff and for developing a senior level course for other federal managers.
• Develop and maintain cooperative working relationships with other relevant USG offices and serve as an expert point of contact for these groups in the area of humanitarian affairs.
• Manage the activities of the Strategic Interagency Team, including budget preparation and oversight.
(2) Contract period will be for two years.
