[B] Scope of Service:

Vendor needs to provide highly qualified operations and administrative support personnel to the Executive Office of the Director, Administration, Operations and Preparedness Divisions to the government authority located in Washington, DC.
- The contractor shall accomplish this by providing a minimum of four (4) qualified temporary support personnel over the contract period. Specifically, the contractor shall provide at least one (1) qualified administrative assistant and three (3) operations support personnel, with the ability to provide additional temporary support personnel, as needed.
- Executive Office of the Director:
A. Provides executive leadership, decision-making, and administrative authority over HSEMA.
B. Ensures forward movement of the Director’s strategic priorities, as well as order, process, and standardization development across HSEMA.
C. Spearheads all external and public affairs initiatives, including outreach and coordination with the public, private industry, media, and District public information officers.
D. Provides legal counsel and policy advisement to the Director and agency. Manages the Mayor’s Special Events Task Group and Homeland Security Commission
- Administration Division:
A. Manages the agency’s daily enterprise operations and functions.
B. Serves as the State Administrative Agent for federal homeland security grant programs awarded to the District and NCR.
C. Manages personnel security portfolios, building access, fleet/vehicle portfolio, as well as day-to-day warehouse functions.
D. Ensures the financial viability and longevity of the agency in accordance with District policies and the Director’s priorities.
E. Manages the agency’s information technology systems, in coordination with OCTO, and ensure the modernization of all agency technologies and systems.
- Operations Division:
A. Develops, implements, and maintains the agency’s steady-state and emergency operations activities.
B. Manages and ensures orderly operations of the agency’s emergency response capabilities.
C. Maintains 24/7 watch-desk capabilities, monitoring the activities of the District of Columbia, providing updates to the agency leadership, proactively.
D. Responsible for the alert, warning and notifications during emergencies.
E. Manages and maintains the EOC, oversee the District’s Qualifications System, and execute EMAC requests.
- Homeland Security and Preparedness Division:
A. Provides information-sharing and analytic production to entities within the NCR; integrates emergency preparedness and intelligence information collection, analysis, and dissemination.
B. Builds and coordinates the agency’s planning, assessment, and intelligence capabilities.
C. Ensures that the District’s emergency management program effectively incorporates people with Disabilities and others with Access and Functional Needs.
D. Serves as the District’s Fusion Center, providing tactical and strategic intelligence (collection, analysis and dissemination), to support District law enforcement agencies, other first responders, homeland security, emergency management, public health and the private sector.
E. Administers the annual Threat and Hazard Identification and Risk Assessment (THIRA) and Stakeholder Preparedness Review.
F. Provides state-of-the-art training opportunities to the District and develops and executes an exercise and corrective action program. Develops planning products that meet the needs of HSEMA and key stakeholders—anticipating dynamic evolutions in technology and information consumption.
G. Builds and maintains a state-of-the-art long-term recovery program and administers, manages, and oversees the District’s Hazard Mitigation Program.
