[A] Budget: Looking for Proposal

[B] Scope of Service:

(1) Vendor needs to provide insurance brokerage services for all operations excluding Owner Controlled Insurance Program, worker compensation and general liability to the government authority located in Los Angeles, CA.
1. Various property, excess liability, reinsurance, tenant/user liability for third parties conducting special events and/or short-term leasing of District property;
2. Voluntary student Accident Insurance (i.e. School Time Coverage, 24-Hour Coverage, Short term Coverage – 24 Accident Insurance); and
3. Crime, earthquake, environmental, cyber, boiler and machinery, and group travel Accidental Death and Dismemberment (AD and D).
1. Verify insurance policies, respond to questions regarding insurance clauses, assist with and coordinate, when necessary, the handling of insurance claims and coverage questions.
2. Act as liaison between the District and the insurance carriers and assist in resolving any service, coverage, or claims management issues that may arise.
3. Monitor claims against excess carriers and assist the Division of Risk Management and Insurance Services (DRMIS) when appropriate.
4. Provide DRMIS with a quarterly report of all claims reported to excess reinsurance carriers.
5. Review losses, and upon the District’s request, make recommendations for future risk avoidance and loss prevention measures that should be adopted by the District.
1. One Hundred Twenty (120) days prior to the beginning of each fiscal year, the District requires estimated premiums for the forthcoming fiscal year. This requires a study to project current property values, including any completed construction or contemplated acquisitions. Based on this study and a survey of current market trends in the automobile, casualty and property markets, the total cost of premiums can be projected.
2. Prepare insurance applications, compile and format support information needed and requested by insurance company underwriters. Compile and maintain historical underwriting information.
3. Competitively market various property, liability, special event, group travel and excess insurance options.
4. Advise and include the District in direct negotiations with insurance company underwriters.
5. Propose innovative insurance policy coverages to meet unusual needs, (i.e. special event liability, difference in conditions) insurance coverage for charter schools or other district partners.
6. Advise the District on the appropriate insurance coverage(s) for the District’s property and liability insurance programs at the most cost-effective rate.
7. Provide, as appropriate, information about losses, the insurance marketplace in general, financial strength of carriers, and recommended risk management practices.
1. Recommend ways to reduce costs for the District’s insurance programs and develop recommendations regarding insurance, cost saving methods and other risk financing alternatives, as required.
2. Assist the District with overseeing all cost containment measures to be implemented and evaluate and advise on appropriate risk management techniques for resolving specific risk exposure problems.
3. Provide general insurance management activities as reasonably required, making recommendations pertaining to insurance, risk administration, and other areas.
4. Develop reports relative to the insurance marketplace and the ability to transfer risk in various lines
1. Attend insurance related insurance meetings and other DRMIS meetings as required.
2. Cooperate with the District in the examination of audits on those policies subject to audit.
3. Assist with actuarial studies undertaken by independent actuarial firms selected by the District.
4. Prepare and distribute certificates of insurance and additional insured endorsements as requested by the District
