[B] Scope of Service:

(1) Vendor needs to provide employee benefits insurance consulting and brokerage services to the government authority located in Mesquite, TX.
- Attend monthly consultant meeting at the City and provide monthly expense reporting.
- Attend council meetings, executive meetings, health fairs, and enrollment meetings as needed.
- Review and evaluate the effectiveness of the current health insurance program in terms of services provided and cost projections for each fiscal year;
- Review of funding stop‐loss arrangements;
- Review and track stop loss reimbursements;
- Consider possible alternatives such as deductibles, retrospective rating and other methods for improving cash flow and premium savings;
- Provide coverage recommendations to City; write coverage program specifications;
- Seek competitive bids for both self‐funded and fully‐insured plans for the city’s health insurance which begins January 1st of each year;
- Analyze quotations received and prepare side‐by‐side spreadsheet analysis to existing plan and costs;
- Review policies, certificates, contracts and agreements when received from carrier(s); provide evaluation and comments as necessary;
- Coordinate carrier interviews and assist in vendor selection;
- Complete final negotiations with selected carrier(s) and facilitate binding and implementation process.
- Development and recommendations of funding requirements, COBRA rates and cost sharing alternatives;  
- Assist in the overall administration of the insurance program. This will include, but is not limited to, responding to coverage questions throughout the year, assisting with claims resolution, and  auditing invoices for any retrospective premium payments;
- Prepare a report with recommendations for renewal of the coverage and applicable premiums for the coverages. The final bid recommendations must be available for approval prior to the policy period;
- Coordinate communications process among city, consultant, and the carrier(s);
- Determine the type of claims history reports that will be needed and coordinate claim reporting data accordingly, without added cost to the city;
- Monitor claim reserve activity and participate with city in periodic reviews with carrier(s);
- Provide quarterly status review of the plan(s) in a consolidated report to the city;
- Assist the city with compliance in the areas of ACA, COBRA, and HIPAA and other benefits related legislation and legal requirements, as well as act as a technical resource to include timely periodic updates on legislative developments, emerging trends, and insurers’ status;
-Provide educational information, seminars and webinars regarding current benefit trends, regulatory compliance, legislative changes, etc., at no cost to the city;
- Provide information and recommendations to improve the health of the employee and dependent population;
- Respond to inquiries from all personnel at city on a timely basis, including returning telephone calls or e‐mails within 24 hours;
- Survey and provide comparison of benefit levels and costs with like entities as a benchmark;  
- Provide consultative services in regards to the city’s employee health clinic
- Evaluate and recommend medical and pharmacy benefits management;
- Evaluate and recommend retiree benefits programs;
- Evaluate and recommend dental program;
- Evaluate and recommend vision program;
- Evaluate and recommend employee assistance program;
- Evaluate and recommend HSA spending arrangement;
- Evaluate and recommend basic and voluntary life and AD&D programs;
- Evaluate and recommend long term disability and long term care program;
- Evaluate and recommend employee health advocacy program;
- Evaluate and recommend other voluntary benefit programs.
