[A] Budget: Looking for proposal

[B] Scope of Service:

Vendor needs to provide temporary employment services to manage the future recruiting, hiring, onboarding, payroll administration and ongoing program administration of Temporary Employees to the government authority located in Fort Wayne, IN.
- Temporary staffing for the expected following categories:
1. Light Industrial 2. General Office/Administrative/Clerical 3. Project Management 4. General Labor 5. 311 Citizen Services
- The Firm will be responsible for the following fees: o Drug screen cost (5-panel performed by our approved agency) o Back ground check (performed at our direction) o Payroll taxes o All other recruiting, employment and program administration fees o Unemployment compensation o Workers compensation o Any benefits provided by the Firm to the Temporary Employee not approved by the City
 o Provide Organizational information such as: Financial reporting, Record keeping and reporting, accounting systems, including invoicing & payroll systems, Payment procedures, Audit requirements and internal controls, A description of the history and purpose of the organization, Years of experience, Years of direct experience with similar projects (including working with low-income populations), Organizational personnel (including all project team members), Financial strength and capacity
o Describe in detail your Firm’s outreach processes, including how your Firm plans to reach out to and engage with diverse groups and populations residing in the city who are experiencing or have experienced barriers to seeking employment, hiring process, ordering process, training programs, employee benefits and other services that are provided to employees. o Describe how quality and service standards will be maintained. o Provide a description of your Firm’s screening process for Temporary Employee applicants.
o Provide any on-going drug/alcohol testing that occurs with the employees, including for those employees who are CDL certified. o Provide information related to how temporary employees are recruited, managed and retained for long term. o Provide a description of any testing, including aptitude or skills tests that are administered. o Provide a description of your Firm’s invoicing (prefer at least a two-week invoice cycle) and payroll procedures and deadlines for approving managers to submit timesheets. o Describe the methods used to resolve issues with staff or organizational performance, including conflict resolution. o Describe how your Firm evaluates job performance of Temporary Employees. o List any usage reports that can be generated and made available to the City on a regular basis.

Performance of the work will be Onsite. Vendor needs to carry work in their office location.
