[B] Scope of Service:

(1) Vendor needs to provide municipal aggregation consultant service to the government authority located in Amherst, MA.
1. Develop the aggregation plan:
- Develop an aggregation plan that meets all statutory and regulatory requirements. The aggregation plan petition should include a detailed proposal for implementing at least one operational adder funded and customer opt up program, project and initiative aimed at reducing greenhouse gas emissions by developing and supporting local renewable energy projects or programs. The aggregation consultant shall develop this programming in consultation to determine optimal strategies for meeting the objectives.
2. Secure approvals from the of department of energy resources and department of public utilities:  
- Prepare and submit, with municipal approval, the aggregation plan and all required filings with the DOER, the DPU, and any other appropriate state agency. Represent the community in all communications with these state authorities.
3. Provide aggregation consultant (aka “broker”) services for electricity procurement:
a. Develop a supplier RFP: Develop an RFP for electricity supply for municipal review and approval. The RFP should include, at a minimum, the following key components:
i. Description of the load aggregation (the potential size of the aggregated load and the number of customers or accounts)
ii. Services and features desired
iii. Qualification criteria to have a bid considered
iv. Criteria used to select the supplier
v. Essential provisions of the standard contract with the selected supplier - the term of service
b. Manage supplier procurement and negotiate the supply contract: Act as broker during the procurement process. Provide all necessary technical and legal services during the negotiations with prospective suppliers.
c. Manage procurements for replacement supply contracts as needed: Act as broker during the procurement process. Provide all necessary technical and legal services during the negotiations with prospective suppliers
4. Deliver a public education program:
- The consultant will prepare and implement a public education plan and eligible consumer outreach program in consultation.
This includes:
a. Public Education prior to start of program: The consultant will prepare all informational and educational materials in multiple languages for the general public and the media, subject to municipal approval, implement the public education program and as requested meet with representatives from the media.
b. Ongoing Public Education: The consultant will prepare (and then implement) a recommended public education and information strategy to be used as part of the municipal aggregation program after customer enrollment.
5. Provide ongoing customer support:
- This support will include but is not limited to the following:
a. Providing a phone number and email address for customers who have questions about the aggregation and responding to questions received through those avenues in a timely manner.
b. Monitoring all aspects of the municipal aggregation program and any resulting contracts from electricity suppliers and resolving any contract issues.
c. Attending meetings with municipal officials, as required.
d. Providing written reports on a periodic basis around customer participation and achievement of contract milestones and goals.
e. Continually analysing the development of marketing and regulatory issues and advising on any proposed legal or regulatory changes that might affect the municipal aggregation program.
(2) Contract term will be three years.
