[B] Scope of Service:

(1) Vendor needs to provide financial advisor service to the government authority located in Hillside Township, NJ.
- A minimum of 10 years’ experience as a financial advisor with municipal market knowledge and expertise.
- Work closely with the chief financial officer, including making recommendations and performing the activities related to the issuance of debt and maintenance of the township’s credit rating.
- review and evaluate the township’s existing capital financing plans and determining whether current borrowing strategy needs to be amended.
- Assist the township in reviewing opportunities to refinance and restructure its existing debt in order to reduce costs or to otherwise implement the township’s financial objectives.
- Design or actively participate in the design of debt structure.
- Assist in developing capital financing for equipment and other assets.
- Develop financial analyses and special reports as requested.
- Provide advice and services related to the sale of bond and notes.
- Advise on methods of debt sales (where appropriate).
- Recommend timing of bond sales.
- Identify tasks, responsibilities and dates for completing activities leading up to bond sales. Assist with coordinating all tasks associated with a sale, including preparation of the offering statement.
(2) Contract term will be five year.
