[B] Scope of Service:

Vendor needs to provide student health insurance brokerage services for student health insurance offerings to the government authority located in Florida.
- The Student Health Insurance Plan must be viewed as a positive part of the University experience. The University is interested in a broker who strives to lessen the administrative burden for our students, assist students in making informed decisions, craft effective communications for incoming students, prepare for orientation and utilize technology (mobile apps, social media and other interactive connections) to ease the administrative process, including plan cost and benefit comparison tools.
- Broker Services: -
- The creation of a comprehensive marketing offering of the selected insurance coverage to those eligible to participate. The selected Broker shall be responsible for developing and implementing a marketing strategy no later than 10 business days following the Committee’s selection.
- The designing of communication/enrollment materials for each specific Plan of Coverage, to be approved by the Student Health Insurance Committee.
- The finalization and validation of billing procedures, invoice design and other financial processes to be approved by the Student Health insurance Committee
- Designation of a dedicated telephone number and a local account manager with back up as the primary contacts for the Committee’s and student’s requests for specific assistance
- The provision of an on-line portal including a link to the selected carrier’s website. This link will provide information on eligibility, enrollment, claims status, the printing of ID cards, and the carrier’s provider director and other forms as required
- The creation and provision of a quarterly report on the number of participating members, premium paid, and claim experience/loss ratio by plan.
- Quarterly reports on the savings accomplished by use of in-network providers, and the number of claims and dollars paid for use of non-network providers and facilities.
- Dissemination of an annual satisfaction survey requesting feedback from the Committee and participating students as it relates to the insurance plans and the services provided.
- Account Management Services: -
1. Review current enrollment and waiver process and suggest enhancements based on our best practices developed from managing the various insurance programs.
2. Review and approve plan documents with the insurance company to ensure consistency with accepted proposal and compliance with state and federal filings.
3. Assist in the development of marketing communications for the student insurance program to students and families.
4. Manage waiver activation and communication timetables to guarantee timely access and distribution of materials to students.
5. Manage the waiver process in conjunction with FAU and provide notification regarding waiver statuses.
6. Customize a dedicated web page to access the enrollment/waiver process, highlight plan information and link to provider information and other key features of the insurance program.
7. Provide insurance plan’s summary brochure and certificate of coverage no later than 30 days prior to the enrollment open date.
- Program Management Services: -
1. Develop an implementation strategy to identify steps, assign responsibility and set timeframe for implementing the 2022-2023 program.
2. Schedule a post implementation meeting to review and assess the success of the implementation process.
3. Establish a schedule to meet with insurance committee or other key stakeholders to evaluate the insurance program based on claims utilization, student feedback, state compliance issues and other program components.
4. Distribute monthly enrollment and claims utilization reports to monitor plan performance throughout the year.
