[*] Scope of Service:

(1) Vendor needs to provide garbage and recycling reduced rate administration services to the government authority located in Oregon.
- to create a central online application process for use by community members to apply for Reduced Rate Program assistance.
- Web portal must be created and activated on January 1, 2023 on website.
- Application criteria will be developed in partnership with County staff based on industry best practices and a trauma informed lens
- The portal will remain active 24 hours per day and deliver a receipt of application confirmation with each submission
- Online application will include a direct link and web address that can be used by supporting organizations and the County websites
- Create and maintain a central online application portal to be live on January 1, 2023.
- The Contractor will screen each application and determine which applicants qualify for the low-income rate for residential solid waste and recycling services
- Work with agency and certificated collection companies to ensure timely processing of applications for those eligible to receive financial support through the reduced garbage and recycling collection rate program.
- Utilizing connections with current community members receiving like assistance from other utility assistance programs and connecting with new applicants to grow the Reduced Rate Programs participant rates.
(2) All questions must be submitted no later than November 29, 2022.
(3) The contract period will be for two years.
