[B] Scope of Service:

(1) Vendor needs to provide relative and fictive kin recruitment service for the purchase of relative and fictive kin search and engagement services for youth residing in congregate care or youth placed in non-relative home-based care. to the government authority located in Richmond, VA.
- Assist the LDSS caseworker and court officials with meeting applicable local statues, and child protection policy in regards to relative and kin notification and placement.
- Assist in collecting information from relatives and kin to expand the child’s support system and family connections, while identifying potential relative home providers.
- Identify and document at least 80 relatives and fictive kin for each case through diligent search activities, including internet and database searches, child protection and court case file reviews, and child and family interviews.
- Facilitate communication with the team and provide the LDSS caseworker with accurate family documentation, including detailed genograms, efforts made by the Offerors, family contact information, and identified family supports.
- Assist in preparing the family for approval by explaining the process and assisting with Kinship foster home approval requirements.
- Attend all meetings and court hearings, advocating for relative and fictive kin placement.
- Complete assessments on the child and family functioning upon case referral, case closure, and 30 days following case closure to measure the success and outcomes of the program.
- Implement an intake and referral process. The Offerors operates on a referral basis. The way in which referrals are made depends.
- The Specialist suggests planned respite care, emergency respite care, homework help, mentoring, and employment, transportation to school, doctor, dentist, therapist, after school activities, sibling visits, summer and non-school hour supervision, or celebrating holidays and birthdays.
